Article 146 — Transfer of Population Welfare Programme (Field Activities) Ordinance (XIX of 1983), Section 3 — Power of Federal Government to confer powers on Province in certain cases — Federal Government with the consent of Government of Province may entrust either conditionally or unconditionally to that Provincial Government functions in relation to any matter to which the executive authority of the Federation extends — Province or officers or authorities who were conferred with powers under Article 146 would be paid by the Federation as agreed and in case of disagreement determination would be made by the Arbitrator to be appointed by the Chief Justice of Pakistan
