Right of freedom of speech and expression

— Any measure which directly or indirectly puts restraint on or curtails the circulation of newspaper, due to any factor,
including cost of production and resultant increase in the price thereof should, in so far as possible, be avoided.

constitution of Pakistan 1973 article 33 —

Obligation cast on the State to discourage parochail, racial, tribal, sectarian and provincial prejudices.
