Per Zia Mahmood Mirza, J.(a) Constitution of Pakistan (1973), Articles 32 & 226:
Articles 32 & 226 read with Punjab Local Councils (Election) Rules, 1979, Rules 57 & 60 — Election by show of hands, vires of — Election of representatives of special interests and Chairman and Vice-Chairman of local councils through raise of hands is not in any manner violative of Article 32 of the Constitution because despite the change in the mode of polling, elections are being held to give representation to the peasants, workers and women — Such elections also do not violate Article 226 as the same are admittedly being held under the Punjab Local Government Ordinance and not under the Constitution.
